Scholars Programme

BRAC Uganda in partnership with The MasterCard Foundation is implementing a national level secondary scholarship programme targeting academically talented yet economically marginalised young Ugandans. Over a period of eight years, the programme will enable 5,000 students to complete secondary school and transition into higher education. The programme will also help them acquire leadership qualities, work skills, social and emotional competencies, and experience in community service. The programme reaches both O-Level scholars who enter Senior One (S1) and receive support for six years and the A-Level scholars who will enter at Senior Five (S5) and receive support for two years. The programme also aims to ensure 60 per cent of the scholars are girls.

In 2013, the inaugural year of the programme, 613 scholars from 50 districts were assisted to enroll into secondary school at S1 and S5 level. The scholars were selected through a robust multi-stage screening process. One of the targets of the programme was to ensure that traditionally marginalised groups of students were provided with greater preference, without sacrificing on the set standards for academic performance. The scholars were placed in some of the top performing secondary schools in the country. Over the next six years, the programme will build on lessons learned.
Once scholars join the programme, they receive a comprehensive package of support including school fees, uniforms, learning materials, transportation, accommodation, and stipends. The scholarship recipients will also have access to a cutting-edge enrichment programme focused on vital 21st century life and work skills through a leadership congress, virtual learning content in the schools, mentoring support from peers and teachers, community service workshops and learning internships at BRAC offices. As the scholars graduate from secondary schools, BRAC will provide them strong support to transition into higher-education and keep them actively engaged as alumni. 

Establishing a meaningful partnership with key stakeholders will be critical for the success of the programme. Right from the beginning, BRAC has maintained a close working relationship with the Government of Uganda, through the Ministry of Education, Science and Technology and Sports. The Ministry has been closely involved in helping build awareness for the programme, through various stages of selection process, and support in school placement. BRAC is also starting to work closely with secondary schools where the scholars are placed to create a network of teacher mentors, and provide high-quality virtual learning content to the schools. In addition to the government and the schools, BRAC also hopes to forge a close working relationship with education-focused NGOs and scholarship providers in Uganda as well as the MasterCard Foundation global scholarship learning partners, Camfed and Equity Group Foundation.
