Background

Currently, many developing nations are not on pace to achieve the United Nations' Millennium Development Goals (MDGs) for 2015. Some low-income countries have had great success in scaling up in certain areas e.g. Oral Rehydration Therapy, but less success in other areas e.g. obstetric care to prevent maternal deaths. These countries could have their progress accelerated by national scaling up of health programs. Developing nations face both new challenges such as urban population growth primarily and new opportunities for health care delivery such as the wide availability of new technologies. The conference aims to foster discussion and debate, to share good practices in the field, to synthesize knowledge from both successful and unsuccessful efforts, and to raise awareness on the need for scaling up, paving the way to attaining the MDGs throughout the world.

Objectives

To build on existing knowledge, principles, and challenges of scaling up and identify best practices in scaling up health programs (horizontal, vertical, and diagonal) and selected non-health programs by:

  • Exploring challenges and opportunities posed by scaling up in urban areas
  • Reviewing the potential for and challenges of the use of technologies such as mobile phones, personal digital assistants (PDA), internet and other innovations for scaling up (e-health)
  • Examining issues in scaling up of capacity development efforts in public health including training of health workers
  • Assessing the role of health systems and the principles of primary health care in scaling up
  • Using a guided process during the conference to develop a call to action for the implementation of scaled up health programs based on practical lessons learned from experiences of expert conference participants
